Hi mods, it's me (again), this time with a question about island transportation.

I know in the FAQ it says that subway systems aren't purchasable with rewards (maybe??), but what about a basic above-ground cable car/trolley system? I do think some sort of basic public transportation would be nice ICly, especially now that we've expanded the locations on the island quite a bit, but I wanted to check in with you guys first and see if something like that would be permissible.
