The one performing the spell does not have to be the one committing the act, they just have to be in the same room, but those performing the act will see the energy stronger and more easily than those observing. All of them would still be under the influence of the spell and the consequences of it.
3. Energy has trouble absorbing into the run down buildings and may go around them or right through them to be absorbed into something else nearby. Only a little is directly absorbed into the dilapidated and abandoned buildings of the city. It absorbs most easily into repaired buildings and natural scenery, such as plants and trees, as if they are sponges for it.
